If it was a positive effect, then current ideas and actions would probably base themselves on the past ideas and actions. That way, the public would be more joyful and wouldn't cause disruption by protesting or trying to go against the government. Different views of the past can point out the pros and cons of past ideas and actions. By having different views, current ideas and actions will please more people.
